culture bonuses...?

I read a thread that said that some of the cultures have bugs .

Has this been fixed in the newest patch...?
If not does someone have a fix.?

I Think the opinion of "Marty Ward" is a good one in "+" and "-" of bonuses. does anyone have a official update for this or a decent thought out culture bonus text...?
