One thing I've always been unable to figure out : when you complete an intel project and when it fails (I suppose that occurs when the ennemy has more points available in counter intelligence projects than the points spent in the attacks he has to face during the turn ) does the ennemy always known that an attack has occured, and who launched it (whatever the intel project type). Same question if the project succeed (communication taps, sabotage...) ?

I think it have to do with the level of counter-intelligence proyect being used. My guess is that a level 3 gives you more info than a level 1 or 2.

Look at intelprojects.txt (may be spelled differently). This file tells you who gets Messages and what the Messages contain. CI level is irrelevant.

That brings up an interesting idea. You could mod different levels of the same intel projects. The lower levels would reveal the actual empire behind the attack, mid level would not reveal the attacker, and maybe higher levels would be blamed on someone else (like Comm Mimic).

Sadely, it took five hours before it was finally communicated that it was EMPIRE Ur's fault.

Early on, with few points, I just get a message that intel was blocked or that someone has done something.

Later, with more facilities built, it says who was suspected.
