As you all know, the maximum population production/construction bonus happens at 7 billion unless you edit the data files. The other day I saw a post regarding increasing these modifiers so that ringworlds and dyson spheres would have a production potential in line with their population capacity.

Below are the numbers I used. What I noticed is that worlds with an 8 billion population were now producing at +90% capacity, while my empire's sole Ringworld (with a 32B pop) now had NO population size bonus at all.

If anyone could give me advice on how to get these numbers to work, I would appreciate it.

Pop Modifier 1 Population Amount := 99
Pop Modifier 1 Production Modifier Percent := 100
Pop Modifier 1 SY Rate Modifier Percent := 100

Pop Modifier 11 Population Amount := 9999
Pop Modifier 11 Production Modifier Percent := 190
Pop Modifier 11 SY Rate Modifier Percent := 190
Pop Modifier 12 Population Amount := 19999
Pop Modifier 12 Production Modifier Percent := 200
Pop Modifier 12 SY Rate Modifier Percent := 200

I made a post yesterday about this very subject. The final line must be the maximum values. These values are not actually used. In order for this to work you would need to add a 13 entry and make those values equal to your maximum production bonus and set the value to 2000000 for population.

As Todd mentioned, there's another thread about this... we've both posted a set of modifiers that y'all could use. The thread is titled "Add in production bonus for high pop".
