Fleet exp: fighting, kill, kill, kill.
Empire exp: win games. But it doens't give you any advantages. This is done to prevent cheating.

Can you be more specific? I thought that ships experience gives attack/defence bonus, but what kind of bonus does fleet expierence gives? And how your empire expierence can prevent from cheating?

Like timstone says, fleet and ship experience gives each ship the listed % bonus to hit with beam weapons and defense from beam weapons.
No effect on missiles and ramming.
Empire experience provide no benefit, so no point in playing 1000 games against the AI and trying to sell the resulting .emp file on EBay to play by email lamers http://forum.shrapnelgames.com/images/icons/icon12.gif

Yep... AND, your enemies' beam weapons will shoot 40% less accurate at you! http://forum.shrapnelgames.com/images/icons/icon6.gif

They already have 100% to hit at point blank range, -10% per each sector distance, and affected by the opponents experience, and components.
Summarized better here: {clicka} (http://invirtuo.cc/phpwiki/index.php/to%20hit%20modifiers)

Correction: they have 99% to hit at point blank. You NEVER get a 100% hit rate without a Talisman.

Actually, they have a virtual 100% (as far as calculations go) at range 0. As you cannot fire beam weapons at range 0, the best you can get is 90% at range 1 (before you take the bonuses into account that is).
However, you could argue that seekers, boarding and ramming involves an attack at range 0, hence the 100% chance of such attacks.

You can get 99% to hit out at long ranges, if conditions favor you. There is no 100% cap at range 0. There is only a 99% cap at each range, applied after all ranges have been calculated.

I did add "before you take the bonuses into account" because of what you mentioned Fyron, but I ought to be much more clear.
Same here Ragnarok, I tend to use the same race in all my games (when applicable), as it is much faster than altering several Empires. And don't you want to appear as an old race, whose wisdom is unparalleled by these young newcomers? Perhaps it is only my ego as an Emperor that speaks however.

I think point-blank distance is next to ship and it`s 99% to hit, not 90%. If it would be one sector away then it would be 90%

Point blank firing is one square distant, so there is a 10% penalty to hit.
