How does the storm ability that disrupts shields work? If I have a ship with shield regenerators, will they begin to refill the shields in combat? How about chrystaline armor?
What about the storm ability that decreases to-hit bonuses? Do the effects of these minus-to-hit storms stack in the same sector?

It affects the maximum shield points, not the starting shield points.
Storms with negative shield disruption will give shield points to ships without generators.

so it is impossible to board a ship in shielding storms unless you have depleaters/beams?

Can you generate a storm on top of a warp point? i.e. another way of protecting your borders?

Yes, you can make storms in the same sector as warp points. You can put more than one in the same place, too. http://forum.shrapnelgames.com/images/icons/icon7.gif
