Alright I have a problem? My empire is doing well but as soon as a FORMER partnership empire declares war on me my resources fall. Then when I destroy most of his planets and ask him to surrender, my next turn tells me my empire has fallen. What is up?

Your resources fall because you are no longer getting trade bonuses from the treaty with the partner.
You have fallen because (I think) you have made a mistake and offered to surrender to them, not them surrendering to you.
Try to reload the game, if you have any saved or autosaved. If not, tough luck, and be careful next time.

Yes make sure that you go into the demand area for the surrender "request". There is a surrender button before that but that is for you to surrender to them. I almost made the same mistake but I saw the wording of the message and cancelled it. It is easy to hit that button by mistake if you are not watching for it.
