I've noticed that in the AI_General.txt file the
race has its demeanor and culture ie, peacefull
and honerable.

If you change these in the game setup and save
them in an empire file which file will it read
and use in the game.

It depends on how you load the empires. If you let SE4 pick the races randomly, AI_General.txt is used. If you load them manually by loading empire files, AI_General.txt is not used.

in fact if using premade empire files, most settings are not used, except the designcreation and stuff like that.
