Can the New Technology announcement be modded?
I've looked around a bit for the answer to this one, but may not have looked enough.

Dont think they can unless you use tha program that popped up a few weeks back.

I'm talking about the message that comes up and says you've got new technology. I would like to replace it with flavor text specific to the new component, hull, or facility, or at least change the damn thing a little bit. But it sounds like I can't.

Hex editing the executable will most likely make your game not work in multiplayer, and will prevent you from installing patches. Though I do fondly remember doing what you suggest with SE2, renaming the Capital Ship Missles (sic) to Hydrofusion Missiles - I would have called them Thermonuclear Missiles, but I didn't have enough bytes to type out Thermonuclear without overwriting any vital binary data http://forum.shrapnelgames.com/images/icons/tongue.gif
Ah, the days where you could put a colony module, spaceyard, or CSM on an escort, but then you only had room for one engine (yes they were all the same size http://forum.shrapnelgames.com/images/icons/shock.gif )... I'd love to make an SE2-ism mod for SE4, but unfortunately I don't have the full Version so I don't know what the tech tree (uh, bamboo shoot http://forum.shrapnelgames.com/images/icons/icon10.gif ) looks like past level 5... anyone have the full Version so they can give me the tech tree and maybe I'll actually get a simple mod done? (yah right http://forum.shrapnelgames.com/images/icons/tongue.gif )

I've been renaming Components and Facilities left and right for PbC (http://invirtuo.cc/se4/), but what I'd really like to do is have some flavor text come up, taken from my Technobabble on the PbC (http://invirtuo.cc/se4/) Boards or written in that fashion, whenever a new component is discovered, or even when a new level of technology is gained.
Doesn't look like that'll be possible with SE IV, so maybe when V comes out.

HEX editing the exe is kind of looked down upon because it also can be used for nefarious purposes.

Hex editing its self is not evil, but it can be used for cheating. well, it could have been before the checksum check thing was put in back in 1.49 (i think) to cheat in multiplayer.
you can probably still hack your .exe to cheat in multiplayer, but probably only to spy. you will have a much harder time doing things like speeding up research, construction, etc.
of course, spying is bad too. dont cheat in multiplayer.
