Sensor Vs. Cloak

On the "Modding 101" website, under abilities, and then under the listings for "Cloak Level" and "Sensor Level", it states that all ships begin with level 1 sensors. However, the entry under "Cloak Level" says that this starting affect is used for Passive EM, and the entry under "Sensor Level" says Active EM.

So I was wondering, are both entries true? ie., do all ships start with level 1 Active and Passive EM? Or just one of them? And if so, which one?

All ships start with both Active and Passive EM sensors at level 1.
