I built a starbase with a warp opener closer on it, took me 50 turns to do and do you know what I cannot do? I cannot open a warp point. NO MOVEMENT.
When did this change? The Last time I played a stock game (Pre 191) I used to build these all the time and open and close WP's
Also my stellor manipulation ships do nothing despite the fact that I have ministers turned on and activated for each ship and have them activated for running stellor manipulation. Again this worked in pre 191.
Any suggestions?

I don't know... As far back as I could remember, even pre-1.91, if my stellar manipulation ships used up all their movement, they could not open or close a warp point. I have never tried using a star base, though.

The thing is the stellor manip is on a base, and bases don't typically have movement. I distinctly recall putting warp openers and closers on bases in many of my previous games and using them. Now for some reason I cannot. http://forum.shrapnelgames.com/images/icons/icon9.gif

A long time ago, I remember we used to be able to get bases to move by putting emergency propulsion components on them. We use the emergency propulsion pods to get movement points, and then command the base to pick up or release some units or population somewhere, and the base would move.

I vaguely remember that too. I know that some races have an attack base that can move, or has the ability requirement. But I don't recall if that had anything to do with what I did previously. http://forum.shrapnelgames.com/images/icons/icon9.gif

There are baseships that can move but the standard bases cant and stellar manip i think was changed even in 1.91 so that you need movement points to stellear manip - even to create storms now. Therefore bases can do it - you need a large ship.

Bases can not do any stellar manipulation. It has been this way since SE4 was released (other than the bug of emergency propulsion giving them movement points). The change in 1.91 was only in regards to ships using a move point to generate a storm, so that they could not generate over 200 of them in a single turn through use of hte repeat orders commend.
There are a lot of ship components that should not be allowable on bases, yet are. Engines, supply storage, stellar manipulation, etc.

yeah, in many mods there are station engines which gives a combat movement of 1 or 2. Then again its not standart movement, so it wouldnt help.

A long time ago I had the idea of giving bases engines which gave them 1 move point only... this would allow them to do stellar manipulation, as well as crawl across a system... http://forum.shrapnelgames.com/images/icons/icon12.gif
