Anyone know what's up with the AI calling me every other turn to set up a trade treaty and then immediately breaking it the next turn? Seems to be a viscous cycle as it's been doing this the Last 20 or so turns.

I find the AI to be a lot more unstable in the 1.19 patch. I have seen that kind of behavior by the AI in my games too. I find it ridiculously hard to make a treaty with any AI, even with no common territory or interaction after my scouts fly through. I know some folks like this, but this is not what I call intelligent behavior by the AI.
Anyways, now the AI is not meant to be negotiated with, its meant to be annihilated. I just take whatever treaties it offers, and if it breaks them next turn, well at least that was one turn of not getting shot at.

And is there anyway to make peace with an AI race, after war is declared?
It seems that once war is decared - its to the death.

I ran into this too, before I loaded the patch. (loaded it Last night, have not played under the new settings yet.)
took out the AI down to a small planet that they had. This planet was not suited for them. their homeworld was gone and they could not produce any ships at all. Killing this Last planet would be just to take their race completely out of the game (this was a 3 way war with each of us fighting the other.) Since I do not have troops yet and I can not get them to surender, They keep sending Messages that they are about to go on the offense in that system, I decided to protect them from the other race until I can troop capture them. 100 turns later, they still will not end the war. So it is, that I continue to allow them to live on a barren world in the middle of my empire. (due to war costs, most of my development is on hold so I still have not gotten troops yet.)

A trade, trade/research, non-aggression, military alliance, partnership, protectorate, subjugation, or surrender treaty will all end a war. However, due to a bug, I do not recommend that you get into protectorate or subjugation treaties under the 1.19. patch.

I think we need two more treaties. Cease fire and Peace. I have never ever seen the AI try to sue for peace when it's getting the living snot kicked out of it. Or when it has achieved it's goals. As Valleymite says, once war breaks out, it's to the end.

I think it depends on that "personality type" that got added. Races like the Eee, for instance, tend to be pretty faithful with treaties. (However, don't accept a military alliance unless you want them colonizing all available planets in your territory. Feh.)
I think the Phong have the same personality type, except they tend to lie when they promise to abandon colonies in systems you claim.

The subjugation bug drops your tech income to exactly 50,000 for the duration of the treaty.
I like the idea of ceasefire and peace, and I would also like to see a demand that actually gets an AI to abandom its claim on a system. Right now they never do, nomatter how far back you push their borders.

Do any of you type in replies to the computer AI even though it doesn't understand? I sometimes do for the cathartic effect. Eg:
AI message: "Your espionage activities have brought us to the brink of war!"
Reply: "We've been at war for the past year and a half, Binky."

There should be a difference between commercial and military treaties. Military treaties should allow the counterpart to fly through the partners territory without increasing anger while commercial should not (everybody wants to trade with China, but who wants to have Chinese troops stationnned on his territory ?). Furthermore, there should be more distinction between a "normal" military treaty and a Partnership. The AI anger files should specify separate lines for these treaties, especially with regard to intersettling.
A question: has anybody noticed that the AI is more inclined to accept non-aggression and non-intercourse agreements than trade alliances. From my viewpoint it should, but it does not seem to be the case.
