I am starting to take some "enemy" planets. Some with my assault troops. So far I have not uncovered any new "enemy" technology. Is it reasonable that I can/will with future conquests when I assault the planets and preserve some of the native population ?

No. Try capturing ships instead.

You will also get some of there technology if you force them to surrender to you. If you beat them down or take all of there planets but one, then demand they surrender. If they do you will get all of there ships, any colonies they have left and something like one tech level in each tech they have that you do not.

Well I have captured some of their planets and gotten facilitys that are more advanced than mine but my scientists have not said I now have that technology. With ships you can capture them and actually secure the technologhy by analysing them...right ?? But not facilitys on land ???

Correct. Ships can be analyised for tech, facilities cannot.

Which imo needs to be changed so facilites to can be analyzed. And capturing research facilities should give a chance of finding research data in completed fields and/or the field they are currently working on. Maybe not all the way, but some points boost anyway.

Well I don't think this should be a big priority because there are already many ways to get technology from other empires. Its real easy to do, there are many ways to capture ships for instance (at least 3 that I know of) and you can also trade for ships or technology. You can use diplomatic means (gifts or tribute) or Intell to get technology and when an empire surrenders to you you can get a lot of technology at once if you and they were researching different branches.
