There are 2 steps to make the AI use planet utilization:

1.) You have to insert the following into the AI research file.


AI State := Exploration, Infrastructure, Prepare for Attack, Attack, Secure Holdings After Attack, Incursion, Prepare for Defense, Defend (Short Term), Defend (Long Term)
Tech Area Name := Planet Utilization
Tech Area Level := 1
Tech Area Min Percent := 50

Remember to include this serveral times with increased "Tech Area Level" to reach atmospheric convertion.

2.) You have to alter the AI_Construction_Facilities.txt. Insert
Facility 1 Ability := Planet - Change Atmosphere
Facility 1 Amount := 1

in every colony type you want to use planet utilization.
