1. How do you stop rioting? I can't build an 'Urban Pacification' thingy because it says 'Never' when I try?

2. I played with 'Finite Resources' on and, when told that a planet had run out of minerals, I looked at the planet during the next turn and, under 'Production' from the 'Colonies' menu, it said that the same planet was producing 27,000 minerals. Shouldn't it say zero? Should I have removed the 'Mineral Facility' thingys from the planet and built other things (I suspect yes).

I haven't played with finite resources, so I can't answer 2. For 1, however, the answer is in the facility itself. An Urban Pacification Center affects the entire system. Since the planet which is roiting cannot build one (rioters don't work for you!), you have to build it on another planet in the same system.

Thanks for the reply. Do you know if those Comuter Centres and Robotic Factories work for just the planet or the system the planet is in?

What do you do if it's the only colonized planet in the system? Is there absolutely no other way to stop the riots?

Move a fleet over the planet you want to stop rioting (10 ships is a good number). The very next turn the log message will say happiness has improved. In 3 to 4 turns the orbited planet will turn from rioting to angry, allowing you to quickly build a pacification center.

It depends on which facility you have, the System wide one, or the Planetary one.
