Has anyone successfully completed the Anarchy Groups intelligence missions? It seems that, no matter how easily I'm succeeding in other projects, I can't pull off this particular one.

I've had no such luck. It's even failed against an enemy with 0 intel points per turn.

Maybe the enemy had religious tech? that allows you to build buildings that protect your systems from sabotage without use of intel.

I don't think so. I've never had one of these work, even against a Neutral (Zynarra (sp? you know...the fish guys) Holdings).

But the puppet political party intell operation works well. You would think it would be harder to take over a world than to just sow a bit of unrest. I have never had the puppet political parties fail and I take 10 points out of cunning when I make my characteristics. I just build enough facilities when I finally get around to Intell ops to overcome that shortfall.
