What program to use for designing ships?

I was wondering what paint or graphics program that is either cheap or FREE to use to make a ship set for SE4. Thanks for all reponses.

You can use Povray and Moray. They are free to download. Povray is at http://www.povray.org/ and you will find link to Moray there.
