Is there anywhere in the manual that explains the A.I. State?

Well that depends. You see the State of the AI is well, influx. Therefore, the AI can not take up residency in the US until it has obtained a green card, or in this case, a green light. However, there is a movement, mostly in Idaho, to allow the AI to take up tempory state of residence within the state of Idaho. Whereby, it can then apply for a patent and become a self sustaining AI, and a productive part of the gaming universe.
