I could be wrong, but I think the *.emp files are created when you add a new race during setup.
If you are talking about AI races, you guess is as good as mine. http://www.shrapnelgames.com/ubb/images/icons/icon7.gif
I don't know if that answers the question you asked or not.....

hehe, thanks but what I am trying to do is add the biological, society and historical descriptions to that .emp file thru the make race menus.
*grumble* ya gotta cut and paste them from the race (RaceName)_general.txt file or simply type them in from scratch *grumble*

You know, I had the same problem. I tried for a few hours to figure it out, then it dawned on me. Set up the new empire, and type in all the info that I wanted in the game set up, and then start the game. I told the game to use the "Race Styles" that came with the race, but typed in my own discription.
Right after the game started, I saved that empire as a new empire. Now, I have access to it at any point when I start up a new game, and I did not have to cut and paste or type in from scratch the discription in the Race_Text files.
Although, my spelling is atrocious, I think I did a ok job on it. (the cut and paste method works best as you can use a word processing program to proof read your work before adding it.)

Can't we have some racial harmony?
Yup, edit the descriptions at setup, start the game and save a new emp file. Ta da!
