Dont know whether this has been discussed before, but, the Design per One entry for Point Defence at least, seems to divide the available space left after engines, crew quarters, bridge etc by the value, not the raw kT of the hull.
I have a mod where the AI point defence equip level is set to Design per One =50, and the AI Destroyers are mounting 4 PD's, and their Lt Cruisers are mounting 6 PD's. I am waiting for them to build cruisers to see if they equip them with 8 PD's.
Any thoughts/comments?

I have run soem more tests and cannot confirm this. It seems to me that it is based on the raw kt. Are you sure about your findings?

Absolutely sure, checked out seven races which had exactly the same designed Destroyers and Lt Cruisers. Am playing the game further to see how their Cruisers are designed - if they have 6 PD instead of 8, I will know that it isnt raw kT.
Anyway, I'll let you know in the next day or so (had a long day at work today)...

Mephisto,
Looks like it is raw tonnage. What I experienced was encountering old ships based on earlier point defence levels (I modified the AI_Design creation file in the middle of a game and it was a while before I encountered the newly designed ships).
Doh!!

The mod does seem to promote more of a slug it out game, rather than a pelt the AI game.
Anyway, still early days yet, as I've only just got Cruisers (playing in a sparse galaxy really drops the reasearch rate - may have to use the cheaper tech costs I think).

By the way, congratulations on the inclusion of your mod into the latest patch. This will encourage the rest of us to keep tweaking and assure players that Malfador is serious about making this the game the best out.
