Ok, I'm in my first game. I've pretty much wiped out one of my neighbors. But he's still taking up valuable space on some planets I want. What is the best way to kill him off so I can get the planets? Or how does one go about using troops I guess to take it over?

If he is a lot smaller than you ask for his surrender!
You get all of his planets, ships, population and techs....

If he won't surrender, demand everything he has (planets, ships, tech, etc.) as tribute. AI prefers to give tribute rather than surrender, even if the tribute is everything. (It's a matter of principle, I guess. "Never surrender!")

And if he won't give it all at once, then demand something every other turn.

One Last thing: it helps to have ships in orbit over his planet(s) -- the more, the better.
