What does changing the conditions of a planet *really* do?

The sole effect of this facility is to increase reproduction on your planet. A Deadly planet will have a very high malus to reproduction compared to an Optimal planet (more or less 15 points of yearly reproduction I think). So if you do not care about having high reproduction values, the Climate Control Facilities are not exactly needed.

The effect of these facilities also depends on the status of the planet; a Deadly colony will require a *lot* of turns to get to a decent state, whereas better colonies will reach the Optimal level fairly quickly. In fact, the planet condition is a value between 0,1 and 1,5, and the Climate Control Facility multiplies this value by its effect every year. So a 0,1 planet (some Deadly planets fall in this Category) will have a 0,103 value after one year with a Climate Facility III, which means you will need one hundred turns or so to start seeing some improvements.
