I'm very new to this, just started playing appox. 1 month ago; tell me if you nuetron bomb your enemies planet of all population can you send in a colony ship and start with all of ther facilities as your own?

No you still need to land troops to take it

really? I thought it was the same thing as having a 0 population colony, like if you sent a colony ship with no people on it. just need to drop off the population.
