To enhance the challenge of designing a particular Race, try this. Some of "us" have agreed ( honor system ) that the minimum attribute Ratings for our Race will be 70 not 50. It now becomes "tougher" to find those extra ( cheap ) points.

You could try PvK's Balance Mod - it'd eliminates almost all cheesiness in race design. /threads/images/Graemlins/Cold.gif

You could be harsher with such limits; for example, make it impossible to go below 90 (or even 95), and enforce taking one Racial trait, though turning off the Talisman might be preferred in this case. If you ask me, I will say the Crystalline trait is nearly as powerful as the Talisman, but it isn't as if the world was waiting on my opinion.
You could also throw in something like "Only 0 racial points", or "You must have 1,000 or 2,000 racial points unusued when creating your race", making it an effective -1,000 or -2,000 in the case of a 0 points start. Obviously, mixing up all of the above is not advised, though that would make for amusing Empires, whose population would be unable to do anything besides getting up in the morning.
