Can a mothballed starbase at a warp point, or a mothballed ship in orbit be attacked? If so, are their weapons active or are they just sitting ducks? To me a mothballed ship is sitting in a hangar on the surface somewhere, but obviously this won't work for a starbase that is floating in deep space.

I belive they can be attacked and they won't fire back.
They can certainly be taken by the enemy through intel attacks, that I know.. (But they will get them mothballed, he he.)
Hmm, We haven't included this info in the FAQ...

Combat replay with mothballed ships and bases is a sad thing to watch. The AI flies around, ignoring them because it knows they're helpless, until everything else is dead. In other situations, the AI will attack other targets, like shipyard bases first, sometimes even before all attack ships are gone. But it always saves the mothballed ships for Last.

I've had a couple instances where I had mothballed Bases sitting over WPs along with a few active warships. When the enemy popped in, in superior numbers, I sent my warships racing away so they could use their longer range to hold off the attackers. The AI leisurely blew apart my bases before going after my active ships. Course, I annihilated his fleet, but it just goes to show that sometimes the AI can be pretty clever. 5 Starbases for 4 Battleships is a pretty decent trade in my books.
