OT: Recommendations for image handling tools

I'd need some programs (to Win98) to handle digital photos. What I need is:

-Red eye reduction
-Image rotation without compressing the image second time
-Album software

What programs would you suggest?

ACDSee is a great tool.

If you can find the older Version like 3.1. It was the best IMHO.

JASC PSP is the most powerful software for the money and has all those functions.

If you are looking for free, you might check to see what GIMP has.

I did a search for a boss here over a year ago for some "album" software (free) and gave him about 5 links. But I don't know what he chose or how it worked out.
