Question about emotionless race

I have some planets that are rioting. If I gift them to an ally who is an emotionless race will they stop rioting and then he can gift them back to me?

If I remember a discussion from a while back correctly, the emotionless trait and rioting interact in a very bugged way. Specifically, if an emotionless race acquires a rioting planet, the planet will never stop rioting so long as it remains in that player's possession.

Yes, 'emotionless' in SE4 isn't implemented as "without emotion", but as "emotional state doesn't change".
