Can you create stars in a system that already has a star?
How many stars can you create in a system?
Any restrictions?

You cannot create a star in a system where there is already one star (or more) OR a ringworld/sphereworld. If there are no stars AND no ringworld/sphereworld in a system, you can create a star anywhere in the system.
If memory serves, you will also have to remove any blackhole/nebulae in the system before being able to create a star (I am not too sure about nebulas though).

It's theoretically possible to create an unlimited amount of planets in some mods. The process depends on there being a planet destroyer capable of destroying at least one variety of constructed worlds. Just build a stellar moon or whatever the destroyable built-around-star planet is, destroy it, make a somewhat smaller planet out of the asteroid field, and repeat.

Yes, and Crystal empires would rule because they could make almost unlimited resources using Solar Generators and dozens of stars per system.
