Situation: a dead system. Nothing but asteroid fields. Someone comes along and creates a nebula in the system.
Question: if I were to destroy the nebula, will the system return to its pre-nebula state? Or will all the asteroid fields be gone?
Not at my computer to try this out...

The asteroid fields will still be there. The only way to completely destroy all traces of a planet or asteroid field is to create a black hole.

IIRC, You can even remote mine the asteroids if you remember where they were (or have a sufficiently powerful anti-cloak sensor.)

does that mean that a planet could still be created there? Or would there have to be a sun in the system still?

Planet creation requires a sun, and sun creation can't be done in a nebula as far as I know. So, the only way intact planets can be in nebulas is if they are generated that way at the start, which only happens in non-custom-edited stock maps if the game runs out of places to put homeworlds.
