Is there a component that gives the active scanning ability or do all units have this ability naturally?

Look in your Space Empires IV\Manual directory, open the SE4manual.htm file. In the index on the left, scroll down the alphabetically-organized list until you come to the section called "Sight". Seriously, there are areas where the manual flat sucks monkeybutt, but this is not one of them. The issues of sight/spotting are complex, but actually quite well explained, kudos to Aaron and Shrapnel.
