Do you think that ships should have some kind of 'moral' or something? I mean... How do you think Picard (for example) would react if Starfleet Command would tell him to "attack that planet over there and slaughter 3 billion civilians"? Someone from a bloodthirsty race would probably do that, but peaceful? It just doesn't sound right.

This has been discussed in this forum some time ago and most believed it would be justified if such genocidal actions would provoke a decline in hapiness for a peaceful race and a rise in anger of all other empires. But this can only be implemented by MM and so if its done we will certainly have to wait quite a bit, because there are more important things for them.
