I was reading some posts in the Star Wars mod thread and I noticed Atrocities' comment "you could even use my Hero/Facility idea to make the System Governors and such."

The concept sounds fascinating. Has anybody actually implemented anything like this?

I know Atrocities added "warrior captains" for ships to his ST mod.

A random generator for system governors would be ideal. One type provides a modifier for farming, another for research, another for happiness, etc.

Just wondering. I don't know how hard/easy it would be to do this.

Must get into modding myself some day.

Random Generator ? Not possible. Restricting facilites to a maximum of one per planet (for planet gouv.) would be possible by giving them the Space Yard ability, but make it impossible to build real Yards Afterwards. Restricting builings to one per system is not possible.

Yes it is possible to restrict to one per system. Of course, it does not stop you from building more than one, but only one has any effect. Many facilities are one per system effective, such as mineral scanners and hybrid eco farms.

The one per system effect is only for those particular abilities.

Any extra abilities on the facility which are not inherently non-stacking across the system will stack, and are thus not "one per system effective"

If you keep your heroes to using non-stacking, system-wide abilities, then you'll get only one-per-system effective for each ability, but you'd still be able to have both a system-damage-increaser and a system-shield-booster hero facility operating at the same time.
