I know there was a discussion recently about value improvement plants, but I can't find it...so, here's a question that may have been answered already: can a value improvement plant increase a planet's value above 250%? (this is under DevNull 1.71 BTW)

250% is the hard limit in Devnull (maximum planet value).

Don't be so quick to scrap, as depending how 'hard' you are mining your planet, the value may still drop. I built a sphereworld and built one value improvement on it. A lot of turns later after I built mining facilites the value started dropping again. I built another value improvement facility and the value started to go up again!

Were you playing a mod? In the stock game, facilities do not make values go down, and you cannot remote-mine a colonised planet. The only thing that can make values go down is an event (in stock), or possibly intelligence.

Or the "Limited Resources" game setting.

In the settings.txt file, you can set the maximum amount of percentage a planet can be improved. In a mod i'm working on, it is set to a 300% maximum.
