Upto level 10 for both!

This will cause problems to AI since it won't research cloaking and sensor tech higher then level 3. That means that when you reach level 4 or more, you will become completely invisible to AI.

The only way to solve this would be to edit research files for EVERY race so that they research new cloaks and sensors. Lots of work.

Would it be that much of an effort to do that?

I don't want to sound negative and I like idea but changing race research files is not so easy. Most of the players use new or moded races and there is a large number of them all over the web. That means that each player would need to edit these files themselves (and most of them don't know how) or you will need to edit them all yourself and post them (which is really hard to do).
On the other hand if you edit some races and leave other, the races that don't research new cloaks and sensors will be completely inferior.

Instead of adding more levels, how about adding diffrent types:

Cloak: Protects vs. Active/Passive and somewhat vs. Grav
Chameleon: Protects vs. Passive and partly vs. Active.
Temporal Statis Field: Protects vs. all but Grav
ect.

And modify the sensors a bit, make Passive & active smaller for instance.
