DefaultDesignTypes.txt - when is that file loaded?

I ask because my changes are not showing up as expected. Is it reloaded only at the start of a new game or is it also loaded when RESUMING?

Also - where are/is the file containing the message bodies/expletives, etc located?

It is loaded when you start a new game. It can be saved for another game by running one turn then saving your empire and using that saved empire in the other game. I use this technique to save DefaultDesignTypes, DefaultColonyTypes, DefaultStrategies, Settings, RepairPriorities and Dsgnname. Shoot, you may even be able to mod the fonts and save that too!
