What is the "palace" ability listed in the abilities.txt file?

Inoperative at this point. Doesn't do anything now that anyone can figure out.

Yea Kimball check out the civil war idea. We do have some good uses for the palace/ galactic capital facility. Afterward, you can let us know what you think in the vote for the civil war thread.

Take a few days off to read through the "civil war" thread for what _we_ think could be done with the palace ability=-)

Has anyone actually given the ability to a facility to see if it does anything?
