I know Wenin just released his data checker, but most of the SE4 modding tools are well over a year old. I was wondering if you guys know what the latest modding tools are.

Here's what I know of:

Tools
DavidG's SE4 Modder v1.76 (http://www.spaceempires.net/home/downloads-file-12.html)
Matryx's Mod Launcher (http://forum.shrapnelgames.com/newuploads/1036443856.zip)
Gimboid's Component Modder v0.9 (http://forum.shrapnelgames.com/newuploads/1025603735.zip)
Lemmy's SE4 Loader (http://forum.shrapnelgames.com/newuploads/1023137313.zip)

Krsqk's Component Creator v0.9 (http://forum.shrapnelgames.com/newuploads/1014170046.exe)
Drax's SE4 Modder v0.3 (http://homepage.ntlworld.com/andrewballantine/SE4/SE4ModderV0.3.zip)

The Templatizer is basically an alternate take on the Tech Gridder; it embeds the level-up formulas into "template files" which follow the same basic format as SE4 data files but have embedded Python code.
Download the tool here: http://kolis.dyndns.org/ed/prog/templatizer-py/templatizer-py.zip
One of the first mods to use the Templatizer is the Low Tech Mod, which includes the template files so you can see how it works: http://kolis.dyndns.org/ed/se/se4/mods/lowtech/Low%20Tech%20Mod.zip

Not really a modding tool per se, but quite useful for documentation and web sites is CHTML (http://www.spaceempires.net/home/downloads-details-394-CHTML.html#dldetails). Definitely along the lines of WeaponStats. If I ever get these class inheritence issues worked out, it will cover all the files, rather than just a couple as it does now.

Don't forget the important MapStats prog:
http://imagemodserver.mine.nu/other/MM/SE4/Tools/zip/SE4mapstats.zip
A mod with unbalanced map generation is hardly a mod at all http://forum.shrapnelgames.com/images/smilies/laugh.gif

There's also the quick Components repair tool, to fix those double blank lines.
http://imagemodserver.mine.nu/other/MM/SE4/Tools/zip/SE4ComponentsRepairTool.zip

And, if you're implementing QNP, you'll want the AI patcher to help tweak the AIs

I've gotten them sorted out, and it is now really easy to add new types. Here is one sample of output (compact pages divided by General Group):

All the colors are defined by a css file, so can be easily modified by end user.

And there's Ruatha's SE4 History Editor/Companion. Gotta love that handy thing.
History Editor (http://www.spaceempires.net/home/downloads-search-.html#searchresults)
This is on SE.net, but I'm not sure if it's the latest version.

I have done a quick and dirty wikification of this very useful thread:

http://wiki.spaceempires.net/index.php/Mods_%28SEIV%29#Modding_Tools

Please feel free to update it as you post here (because I probably won't do it) and to be honest each of the tools listed here should probably have its own wiki entry.

EDIT: Just to labour the point I've made a wiki page for Matryx's mod launcher. It's not very pretty though, someone cleverererer than me might want to tidy it up: http://wiki.spaceempires.net/index.php/Mod_Launcher
