Difference in Psychic Scanners?

I'm looking at the Psychic Scanners. Each requires a higher level Psychic tech, but they all appear to give the same ability.... to scan any ship within a system.

Is there a difference that I'm not seeing?

Yes. The cloak penetration amount.

Level 1 sensors let you see through level 1 cloaks.
Level 3 sensors let you see through level 3 cloaks.

Depending on the mod, it may be +/- 1 tech level, but stock works as above.

I think he's talking about the facilities... IIRC the psychic scanner facilities get cheaper as you advance up the tech tree. So there's no point in upgrading your old scanner facilities, but if you want to build a lot of them you might want to research the higher-level scanners.
