Not to over-analyze it or anything, but SJ's cartoon can also be interpreted as a humorous critique of SE IV's Intel rules.

Not political; this is strictly SE IV. In this interpretation SJ's cartoon is satire, much like South Park's lampooning of the abysmal media reporting of Hurricane Katrina ("We do not have any reports of fatalities yet, but we believe that the death toll may be in the hundreds of millions. Beaverton has only a population of about eight thousand, Tom, so this would be quite devastating.")

In the SJ cartoon, the human is apparently fooled by a (literally) transparent subterfuge. Obviously this ploy is too silly to work in "real life". Thus the cartoon could be (but apparently isn't) a satirical way of saying that SE IV's Intel system is absurd and in need of fixing.
