How hard would it be to program the AI this way:

Checks each planet for resource percentages - any that are over a hundred percent gets colonized and the highest percent gets that resource mine (plus Shipyard, Port, Resupply if the first colony for that world).

If there are no resources over a 100% then the AI builds research and intelligence in equal measures (always building whichever is currently less).

I tend to colonize this way and it has always led to a fairly efficient empire.

I have seen the AI make incredibly dumb choices about how to colonize and thought the idea above sounded simple enough to code... of course, I am not a modder. So any thoughts? Has this been tried?

I think it is possible to do this, at least the corresponding lines are in the planet types file for the race. As far as I know there is just an overide to this file if the AI is really low on resources. Then he will make resource generating colonies even on planets with low value.
