Whenever I try to go there it trys to download the source of the page and not view the page itself. If I tell it to "open with" the page is giberish.

Edit: now it's saying connection refused....

It seems to be working for me. What urls are not loading properly?

It was out for a short time but it seems ok now. Although at work this hiccups show up as an proxy error, but at home sometimes it's a page of code etc.

If the php parser is down the webserver will try to serve you the code as a file instead of processing it into html first.
