One trick I used to do many versions ago was to put unarmed small "peace keeper" troops on a planet to keep the population happy. Does that still work in the latest version?

Yes. Every troop reduces population anger by 0.2% per turn. http://forum.shrapnelgames.com/images/smilies/tongue.gif
