Log Improvement

Hey everybody,

When I have 10 planets building stuff, I don't usually care when a Research Centre 1 is complete. What would be a thousand times more useful would be "Research Centre 1 Complete, Queue is now Empty". Ye I know about the spanner thing but I want the log to be purely everything I need to respond to, and empty queues is something I need to work on.

Even better, have an individual setting for EACH planet (ok, and a global toggle for all of them if you want to know about them all). Personally, I'd prefer to set the "notify when queue empty" toggle only on larger planets where production levels allow important things like capital ships to be built. Every little colony that's building a WP and a few sats for itself and then sits idle I don't need to worry about.
