I started a game and thought that I had set the Player Settings to allow viewing all the player's scores. Evidently I had neglected to do that. Is there anyway I can alter the Player Settings in a savegame file to the desired setting?

Not really.
If you're really serious about it, you could start multiple games with different settings, and try to figure out which bits in a savegame file indicate the different settings.
Good luck if you do. I'd just start a new game if you're not too far in, otherwise, just use spies to see the other guys' status http://www.shrapnelgames.com/ubb/images/icons/icon7.gif

did anyone ever tried this, or just looked at the savegame files, to see if they are editable?
