Turning off AI ?

I was uploading my latest turn on PBW and it didn't want to load. Not a problem I refreshed and tried again. The time it took though allowed me to notice the warning about getting the right turn in or the AI could play. Wise advice that I do in every game, however this is my first SE5 game and I don't know how to turn off the AI. Any ideas?

I don't have SE V, but in SE IV, that was a setting in (F11) Empire Status/Empire Options. Something like "AI does not make changes in simultaneous games".
