It doesn't seem like a very viable society type, though I like the idea. It gives penalties to so many other things, and the boosts it gives are kind of meagre. But this is just how it seems to me. Often I find that better technology or an edge in damage%/defense% is inferior to a numerical advantage, so it seems like any penalty to industry should grant a heftier boost to damage than just %10. In addition to more damage, what about an experience bonus too?
And of course the same ideas relate to the "Warrior" society-type.
Maybe I'm wrong and you have tested it better than this! This is just what it seems like.

To-hit modifiers are additive (I don't know why Aaron didn't go for something more advanced yet)

This means if the enemy has 60% chance to hit nomally, that a 30% defense bonus will HALVE the hits you take.

60-30 = 30% to hit.

You're getting a 10% increase to weapons damage and a 10% improvement in your to-hit modifier... kind of like making direct fire weapons at maximum range hit/damage as much as they would at optimal range etc.
