As far as I know, the answer to both questions is no. There are units that raise the magic scale and luck scale of a province, but no order scale boosting creatures.

There are some that reduce unrest though. The Lady of Love being one of them.

So no units do, but I remembered a site that does. Then I checked the updated site database and there are 2.

* The Cornerstone
Increases Order

* The Statues of the Overlords
Increase Order and Productivity

That last one could be a fun site to use in the home province of a serious and hardnosed nation of disciplinarians. Seriously. What are you laughing at?
