The armor pads is because they need protection against the elements such as bullets, plasma, and explosions.

As for the uniforms, I don't know why you would think they are "underwear", but hey, however you choose to interpret what you see is up to you.

Space age loin cloths? Bathing suits? Speedos? Or they are wearing skin-colored spandex?

But perhaps more armour... Since being an evil bastard, I would aim where the armour is light (which would be a very painful place)

I deleted the post because I tried to upload a new image, but then Shrapnel crapped out on me.
