Is there a way to take part of an image, make a pattern out of it, and then use that pattern in another image?

Yes.
Create your pattern and save it as a PAT file from the save image dialog.
The pattern can then be selected and used with tools like the bucket fill.

Ah, I should expand my answer some.
Save the PAT file to your gimp patterns folder.
I can't remember if it shows up immediately, or if you need to restart gimp in order for it to appear in the pattern selection dialog.

There's also an option in the Script-Fu dialog, selection -> to pattern, which may be more convenient.
