Perhaps most of you know this but I discovered recently a important difference when shields are regenerated (without shield regenerating components) between SE IV and SE V:
In SE IV shields were regenerated after each individual combat, in SE V only after each game turn. Therefore in SE V you may start a new combat with no shields if your ships had lost them in a previous combat the same turn.
Makes shield regenerators much more important.

That sounds like a bug to me. Multiple combats in the 'same turn' could be days apart. Shields should be restored at the beginning of each combat.

That sounds like a bug to me too.

I wouldn't call it a bug. It depends what MM wanted.
Sure the time frame is not realistic, but from the game point it is interesting that your ships will not go into a second combat as fresh as in the first within the same turn.
And the difference can't be that huge, otherwise people would have noticed and complained much earlier.

I agree, sounds like a bug. I see your point, Q, but that 'freshness' is already a factor in the form of supplies spent and damage received in the previous battle(s).

Shields would likely be fully recharged within a few hours, Shield Recharger or not. There is, symbolically, supposed to be probably at least a few days between each hex traveled( and thus between each combat ), like Munch says.
