When the rest of the AI files are placed in one of the neutrals directory, the game doesn't seem to use them (i.e. design creation file). Has anyone else noticed this?

Um, no. In fact, I've found the Neutral AI is using the files I placed in and named for them quite well.
Gave the Neutrals 'Natural Merchants' and 'Advanced Storage Techniques' traits. It's fun.

That's wierd 'cause the neutral doesn't seem to be using the Design_Creation file or the Speech file I gave them.

Double check whether you've put all the files in the proper folders, spelled all the file names correctly, and haven't inadvertently added extra spaces in the text files. Those are the three most common sources of this kind of problem.

That's my problem. I deleted the _AI_ designation on the filenames of each of my new files. AI is working good. Needs tweaking, though.
